You shouldn’t need a license for operating a canoe, kayak, or inflatable boat. Registering the boat itself varies from state to state. In New Jersey, non-motorized inflatables do not have to be registered. I’m not sure whether adding a small electric trolling motor would mean you would have to register it. Contact the New Jersey DMV to find out.
You should be able to use the boat on most bodies of water assuming you can find a legal launching spot. Most launch spots on public land are regulated by some city, county, or state agency, such as a parks & recreation department, so each launch site will have its own rules and possibly fees.
